It is possible that Nord Stream-2 will be launched without certification

The Nord Stream-2 pipeline could theoretically be launched without certification by the Federal Network Agency (Bundesnetzagentur), according to the German newspaper Handelsblatt, quoted by Interfax.

The publication notes that there have already been such precedents. In particular, it was the launch of the NEL gas pipeline (the final branch of Nord Stream) and the EGL 401 gas pipeline. If it starts without certification, the company faces a one-time fine of "up to one million euros", the newspaper said, citing the regulator. At present, investments in the construction of a new gas pipeline amount to at least 10 billion euros.                                                                                     "In light of the continuing high gas prices, it may be profitable for the company to launch the pipeline quickly, then Gazprom will at least save on transit fees for the passage of gas through Ukraine," the newspaper said.

The agency told the newspaper it had nothing in common between the two pipelines and Nord Stream 2.

Earlier, the Federal Network Agency announced the suspension of the certification process for Nord Stream-2 until the completion of the establishment of a subsidiary of the Swiss company Nord Stream 2 AG for the operation of the national section of the pipeline and the transfer of core assets and human resources. him.                                                    The Agency concluded that "it is possible to certify a Nord Stream 2 gas pipeline operator as an independent transmission operator only if that operator is legally established in accordance with German law".

The regulator stated that Nord Stream 2 AG "has decided not to transform its existing legal form, but instead to set up a subsidiary in Germany exclusively to manage the German part of the pipeline - this subsidiary must become the owner and operator of the German part of the pipeline. pipeline. " The subsidiary must then meet the requirements of the independent network operator.
