 The member states of the European Union have different views on what can be considered a possible "Russian aggression against Ukraine". According to the British newspaper Financial Times, related differences risk delaying the imposition of sanctions against the Russian Federation in the event of "aggressive actions" against the Ukrainian authorities.

It is noted that a number of EU countries oppose the consideration of cyber attacks, attempts to organize provocations in Ukraine and other "hybrid actions" as a pretext for restrictive measures. According to officials from the Nordic and Eastern European countries, the lack of clearly defined conditions for imposing sanctions will lead to the fact that the political decision on restrictions will be taken exclusively by large EU member states, such as France or Germany.

According to the publication, a meeting was held last week in France on the possible imposition of sanctions against the Russian Federation in the event of action in Ukraine, which only confirmed the difference in EU approaches to the problem. "No agreement has been reached on what aggression is. There is a big difference in the (approaches) of the states ", said a source familiar with the discussions, quoted by the Financial Times.
