Japan has joined a diplomatic boycott of the Olympics in China

Japan will join a diplomatic boycott of China's Winter Olympics, a move likely to anger its neighbor and biggest trading partner, according to The Times.

Hirokazu Matsuno, the cabinet's chief secretary, announced his country's decision not to send top ministers to the Beijing Games, but did not use the word boycott.

"We believe it is important that freedom, respect for fundamental human rights and the rule of law are guaranteed in China as well," Matsuno said. "We have been thinking about our response to the Beijing Games. He added: "We do not use a specific term to describe how we will be present."

Japan will send Seiko Hashimoto, a politician and former Olympian, chairman of the organizing committee of the 2020 Tokyo Olympics, to the Beijing Games, which begin on February 4.
