The Deputy Foreign Minister stressed that Moscow does not want such a development, which is why the diplomats of the two countries must agree.
Ryabkov also said the United States and its NATO allies were by no means ready to meet Russia's key security requirements.
He noted that there is now "total anti-Russian hysteria" in the US Congress and that there are no support for initiatives to establish relations with Moscow.
